Help and Care is an independent charity working with older people and carers in Bournemouth, Dorset and Poole. Since it’s inception in 1985 as a three month pilot project Help and Care has evolved into a large voluntary organisation at the forefront of both delivering partnership services with the public sector whilst maintaining effective engagement with local communities. Help and Care is a people-centred organisation, setting the agenda for a holistic range of services and activities aimed at maintaining independence and quality of life. Help and Care has a national reputation for innovation in service development and raising the needs, rights and aspirations of older people and carers of all ages.

Our Structure
- Help and Care has a Board of Trustees who oversee the overall running of the charity.
- The charity is led by the Chief Executive Mark Sharman OBE
- Mark leads a strong Management Team who run the day-to-day services.
- Help and Care has over 100 employees many of whom are older people or carers themselves.
Help and Care has a subsidiary trading company called Help and Care Development. Within this company Help and Care is proud to host the Older People’s Programme – a national research and consultancy company.
The Chief Executive and Trustees
Mark Sharman
Is the Chief Executive of Help and Care. Since it’s inception in 1985 as a three month pilot project with Mark as a part time worker, Help and Care has evolved into a large voluntary organisation at the forefront of both delivering partnership services with the public sector whilst maintaining effective engagement with local communities. As Chief Executive, Mark has led Help and Care’s development as a people-centred organisation, setting the agenda for an holistic range of services and activities aimed at maintaining independence and quality of life
Mark completed his secondary education at Bournemouth School and gained a degree in Applied Social Science from Coventry Polytechnic in 1983, followed by post graduate study on the Diploma in Public Leadership and Management course at Warwick University from 2000-2003. Mark was awarded the OBE in the New Year Honours list for 2003, and an Honorary Doctorate from Bournemouth University in November 2003.
Paul Hickman
Is the Chairman of the Board of Trustees. Paul has been a Trustee with Help and Care since June 2003 and was elected as Chair of the Board of Trustees in November 2004.
He brings with him wide experience of the local caring environment as the former Chair of Bournemouth MENCAP and non-executive Director of the Dorset Healthcare NHS Trust. As a retired London business director, Paul is also able to offer Help and Care useful business acumen.
Paul has supported Help and Care since its inception in 1985. In his new role as Chair, he commented: ‘I will endeavour to lead a Board committed to fulfilling the reality of Help and Care’s first twenty years as well as setting an exciting vision for the future’.
Our other Trustees have a wealth of experience and wisdom between them and contribute to a dynamic board making Help and Care the vibrant organisation that it is today.
Alan Barsley
Before his retirement in April 2004, Alan Barsley was a career banker with considerable international experience at a senior level including assignments in Australia, Japan and the Middle East. Alan came to Dorset in 1996 following the merger of Chase Manhattan with Chemical Bank and was at the centre of efforts to integrate all operational and systems aspects for the combined bank and ensure that the merger process was completed on schedule. Alan has been married to Jill for 27 years and they have two children.
Marlene Swaffer
Marlene Swaffer has devoted a lifetime to the care and support of other people. Before retiring, Marlene was a Senior Social Worker and Practice teacher in Bournemouth, and it was through Social Services that she became involved in the work of Help and Care. Marlene became a Trustee in 1994 after realising that the organisation shared her commitment to improving the lives of older people and carers in her area. To this day, she remains drawn to the needs of carers and volunteers and is a keen supporter of their work.
Pauline Wicks
Pauline Wicks was one of the founder members of Help and Care and was present at the first meeting called by Bournemouth Helping Services in 1985. Pauline was a member of the Steering Group chaired by Eileen cook and the following year became Chair of the newly formed Help and Care. Now, after twenty years with Help and Care, Pauline is committed to the concept that ‘information is power’ and she has worked tirelessly to ensure that people have access to the information they need. Pauline believes in empowerment and she is determined to continue working to help local people make informed decisions that affect their daily lives.
Ted Taylor
Ted Taylor has spent his working life as Youth Worker, first for Bournemouth Council and then for Dorset County Council.He retired in 1993. Ted joined Help and Care as a Trustee that same year after recognising the charity’s positive thinking towards older people. He has since devoted his energies to ensuring that older people remain involved and that Help and Care services and actions are based on their needs and concerns. Ted was elected as Mayor of Bournemouth in 2005 and is currently a Councillor for Kinson South Ward.
Mike Standewick
Mike took early retirement from IBM in 2003 after 32 years with the company. He was Chairman of ENFOSAL - The Environmental Foundation for Sierra Leone - working in partnership with Action Aid bringing relief to destitute areas of the country. Mike was appointed a trustee of Help & Care in November 2004. He also volunteers in their "Gay & Grey in Dorset" project. In April 2005 he was also appointed a trustee of the British Tinnitus Association. Later that year he became a member of the Bournemouth & Poole Police Independent Advisory Group which he now chairs. He is 62 and lives with his partner Chris in Poole.
Nigel Appleton
Nigel Appleton is Principal of Contact Consulting, an independent research and consultancy organisation established in 1995, working at the inter-section of health, housing and social care. Prior to establishing his consultancy in 1995 Nigel was Director of Anchor Housing Trust. He is Vice Chair of the Centre for Policy on Ageing, and was a member of the DoH External Reference Group on community equipment services modernisation. In the more distant past he was a member of the Governing Body of Age Concern England, and a Board Member of Fold Housing Group, Northern Ireland
Fiona Cowdell
Fiona is a PDU Consultant and Researcher in health and social care at Bournemouth University and in the broader academic environment working in the area of developing practice and patient focused services . Fiona is a registered nurse and worked in the NHS for 15 years before leaving to focus on her PHD in Dementia Care.

Mission Statement:
“Help and Care is a charity focussed on helping people get the best from life – particularly those people who need more support than others like people in their later life, people who care for someone or people less able to assert themselves in the world.
Help and Care’s name speaks for itself; it will help people and care for them. It will do this based on a clear set of values that embrace the principles of equality and respect.
Help and Care performs many functions with a ‘can do’ attitude. It will not be deterred by every day challenges; at a national level in its role as influencer of policy or for local people as it provides a day to day service.
Help and Care will ensure that the people it serves are empowered to make choices and speak out for themselves and their communities.
Help and Care will continue to grow in order that it can help more people, more often and across more of the country. It will do this by being a fair employer and taking an open approach to communication about its aspirations, intentions and challenges.
Help and Care will work as efficiently as possible seeking to make best use of its income whether generated by trading or from contract funding. It will take responsibility for the outputs of its services and use customer feedback, in whatever form, to continually ensure that it is serving its customers well.”

At Help and Care we are committed to delivering a high standard of service to our clients.
This booklet sets out the level of service you can expect from us in all aspects of our work.
We will:
- Provide offices and hold meetings in locations that are accessible to wheelchairs and pushchairs and provide disabled WC facilities wherever practicable.
- Arrange to visit you if you need to see us and cannot get to the office
- Provide private interview space
- Provide services to help you if you are deaf or have impaired hearing
- Offer an interpretation service if English is not your first language
- Answer your call within 1 minute
- See you at the time of your appointment
- See you within 10 minutes if you do not have an appointment
- Reply to your letter and emails within 10 working days in a way which answers your queries
- Return calls and messages within 24 hours or advise you in advance when a message will be returned
- Make sure our services are easily understood, accessible and available to you
- Use plain English or other languages where needed
